Raymond F. Feist, Jr., J.D. (Deceased)
Mr. Feist was with the firm from 1975 until his passing in December 2022. Please contact our office if you have any questions regarding matters wherein he was counsel.
Lisa M. Frazee, J.D.
Ms. Frazee has been with the firm since 1988 and focuses on estate planning and community association law. Lisa enjoys working with clients to ensure they completely understand the estate planning process, and are confident their wishes are clearly and accurately reflected. Lisa’s philosophy is that it is preferable to reach a mutually agreeable solution to homeowners disputes between owners and the association. In addition, she has had much success over the past 30+ years in collecting delinquent assessments for our community association clients in ways that are the most cost effective for both the association and the homeowners.
Lisa is a fourth generation native of the Carlsbad-Oceanside area, and a graduate of UCSD and the University of San Diego School of Law. She currently serves on the board of directors of Hospice of the North Coast, and volunteers with the children’s and women’s ministries at her church. In her free time, Lisa enjoys hiking, Jazzercise, and traveling with her family.

Jay J. Brown, J.D.
Mr. Brown has been with the firm since 1991 and focuses on community association law, civil litigation, mediation and landlord/tenant law. Jay has extensive experience interpreting and enforcing governing documents for community associations. He has given numerous continuing education seminars for the Bar Association of Northern San Diego County and the San Diego County Law Library on community association and landlord/tenant issues. Jay is a former member of the Board of Directors of the Bar Association of Northern San Diego County and Lawyer Referral Service, as well as a past chair of the Real Property Section.
Jay is a graduate of University of California, San Diego where he majored in philosophy with a minor in mathematics. He graduated from California Western School of Law where he was a member of the Law Review. He loves sports and enjoyed coaching his kids in basketball, baseball and soccer when they were younger. When he isn’t practicing law, Jay can usually be found in the waves or puttering around his yard with his wife and their two dogs.

Susie Padilla – Probate Paralegal, Commissioned Notary
Susie was employed as a secretary for an estate and real estate attorney in Palm Desert from 1971 through 1987. After a brief stint in Hawaii with an asbestos litigation law firm, she has been employed as the probate paralegal for Feist, Vetter, Knauf and Loy since 1989.
Susie obtained a Certificate of Completion from a Paralegal Program at Chapman College in 1986. She has been working under the supervision of an attorney who is an active member of the Bar since 1971. Her duties in the firm consist of assisting the attorneys in the drafting of petitions, preparation of accountings for estates, trusts and conservatorships, and the administration of probates and trusts.
She has been commissioned as a notary public since 1971.

Carol Whitley – Legal Assistant, Commissioned Notary
Carol has worked in law firms representing homeowners associations since 1993, and started with Feist, Vetter, Knauf & Loy in 2002. Carol took a 3-year hiatus to manage community associations and earned a CCAM certification. She now manages our Assessment Collection and Inspector of Elections departments, and provides support to attorneys in the community association practice and litigation department.
Alan H. Burson, J.D. – Retired
Mr. Burson was with the firm from 1978 – 2016. During his time here, he mentored the attorneys and staff with his vast knowledge regarding community associations.
Henry R. Hague, J.D. – Retired
Mr. Hague was with the firm from 1979 – 2016. After his retirement, Lisa Frazee took over the Estate Planning Department and Mr. Hague’s files. Please contact us if you need any copies or updates made to your estate planning documents.
